I just read Payne’s “A Framework for Understanding Poverty”, and I was struck by the lack of research and the prevalence of stereotypes. In that regard, I do agree with her critics. Gorsky asserts that there is no “culture of poverty” and that Payne tries to categorize and stereotype all those living in poverty as the same culturally. It does seem like Payne relies heavily on her own relationships as her source of information and extrapolates from that.
There were a couple of good points that Payne makes that I think are easy to overlook because the stereotyping is so annoying. Public school teachers make assumptions, often without realizing, about the resources their students possess. I see this demonstrated often by the homework/projects that are assigned to students. I think this is an important consideration for teachers as they design their instruction and assessment.
Over all, I despised the book because of the lack of research and stereotyping.
